“TECHNICAL ASSISTANCE IN PACKAGING AND LABELLING TO MICRO, SMALL AND MEDIUM-SIZED ENTERPRISES (MSMEs) IN SAINT LUCIA”
CONSULTANCY SERVICES TO FACILITATE MSMEs ACCESS TO LOCAL AND INTERNATIONAL MARKETS THROUGH PACKAGING AND LABELLING TECHNIQUES
The Saint Lucia Bureau of Standards wishes to procure consultancy services in the following 3 areas:
- Training in current packaging and labelling trends for products of beneficiary MSMEs from the Agriculture/Agro-processing; Creative Industries (fashion and craft); and non-food manufacturing (mainly aromatherapy, hair and beauty products) sectors/sub-sectors.
- Training in positioning of MSMEs products in target markets and marketing strategies, including methods of attracting consumers in both the domestic and export markets using packaging and labelling techniques
- Technical Assistance in Graphic design of packaging and labelling
The expected impact of this Project is increased beneficiary MSMEs access to local and international markets. The planned outcomes of the project are to (a) increased beneficiary MSMEs awareness and knowledge of national regulations and international requirements for packaging and labelling; and (b) enhanced packaging and labels of selected MSMEs in compliance with national regulations and international requirements.
The duration of the assignment is expected to be for a period of 17 person days for the packaging and labelling consultant and 9 person days for the marketing consultant over a period of 18 calendar months. The graphic design artists will be expected to deliver over this 18 month period.
The Saint Lucia Bureau of Standards now invites interested eligible consultants / consulting firms to submit for consideration their Curriculum Vitae in English no later than 11:59 p.m. on February 24, 2023.

Consultants must be residents of St. Lucia with at least 7-10 years work experience.
Packaging & Labelling Consultant must possess at least a Bachelor’s/Master’s degree in Natural Sciences, Food Science, Applied Sciences, Engineering or any other related field.
Marketing Consultant must possess a Bachelor’s /Master’s degree in Marketing or any other related field.
Graphic Design Artist must possess at least a Bachelor’s degree in Graphic Design, Information Technology or any other related field.
